A twirling skyscraper?

Each floor in this skyscraper (planned for Dubai) is capable of rotating independently. Click here for a gallery of photos. The rendering on page 3 of the gallery looks like something out of the Jetsons.
I know Dubai is trying to move away from a strictly petroleum-based economy, and I applaud them for doing so; in the process, they've set out to have the "biggest" or "grandest" or "mostest" of everything imaginable.
Sometimes it seems like they're trying a little too hard to outdo themselves, but stuff like this just makes the geeky kid in me go "Whoa. I want one of those."
I mean, who wouldn't want to go up in a building where the floors rotate randomly, and each floor is separated by a wind turbine? How cool is that?
